Management Sciences for Health (MSH) is seeking a Deputy Chief of Party/Technical Director, Gender Based Violence for a potential five-year USAID-funded program to build or to improve upon efficient, integrated and quality medical, psychosocial, legal and economic activities to prevent or/and support survivors of Sexual Gender Based Violence (SGBV) in the DRC. The program will focus on strengthening the system for the four main pillars of : medical response, psycho-social support specifically the expansion of Cognitive Psychotherapy interventions, legal assistance, and socioeconomic reintegration. The new program will include a behavior change communication component to address communities, and specifically men and youth. The program will add restorative justice to complement the formal system and potentially address damages and compensation ; engaging local researchers and institutions in data collection and analysis. The program will work in up to 10 health zones in Eastern Congo.
The DCOP/Technical Director, Gender Based Violence position will be responsible for overseeing management and technical operations, ensuring that staffing and the strategy are aligned with the project’s vision, goals, and plans to achieve program results. With guidance and support of the Chief of Party (COP), the Deputy Chief of Party (DCOP)/ Technical Director Gender Based Violence (GBV) will coordinate the provision of system strengthening, human-centered design and integrated care through harmonized efforts and maximized synergies between project program areas and technical units. Like the COP and all other senior staff, s/he will set a positive tone for the entire project and inspire staff. This position will provide leadership and technical expertise on the components of the program concerning HSS and referral system, gender-based violence support services, community engagement, social integration and empowerment, economic recovery, and building capacity to respond to GBV in emergencies. The DCOP/ Technical Director GBV will be responsible for reporting and management oversight of technical areas for project implementation.
1. Provide technical leadership and managerial oversight for the project and ensure the efficient implementation of project activities and the timely reporting of those activities to USAID, and MSH headquarters.
2. In collaboration with COP, set direction, define and implement activities to achieve the greatest coverage and impact possible in system strengthening and referral networks within the four main pillars of SGBV, including health care provision, psychosocial support, socioeconomic development, and legal counsel for GBV survivors, dedicated programming for adolescent girls, and prevention of violence against women and girls through social norms and behaviour change ;
3. Lead and transfer strategic thinking into good operational plans with clear objectives and achievement benchmarks, long-term and short-term priorities, implementation plans, financial projections and tools for evaluation ;
4. Build capacities of national CSOs, FBOs and NGO partners and community mobilizers, defining capacity needs and leading the development and implementation of training curricula ;
5. Coordinate collaboration with partners, donors, clients and stakeholders, including MSH headquarters and participate in donor meetings as required. Maintain the MSH partnership in such a way that ensures high performance and engenders trust and respect and builds USAID’s confidence in MSH’s ability to get the job done.
6. Promote a team approach that emphasizes high-level performance, creative approaches, review and analysis of data. The achievement of project goals and results and a collegial approach that is focused on assisting one another to succeed for project staff in DRC, as well as the support team members in the Home Office.
7. When appropriate, act in place of the COP.
8. Advise the COP in alignment of human resources with project work plans and emerging SOW from the donors, MSH and partners including on external sourcing of human resources and consultants.
9. The DCOP will coordinate annual work plan development, implementation, and review. S/he will ensure alignment with MOH and USAID frameworks and strategies
10. S/he will direct efforts to write concept notes and new programs to address emerging HSS as it pertains to SGBV and programming challenges identified by donors, host countries or through the work we do.
11. Contribute to the project knowledge management system.
12. Work in close collaboration with the MSH Country Representative(s) and Country Operations Management Unit (COMUs) to ensure coordinated and effective operational support for the project and for MSH within the various countries and the region.
13. Serve as a member of the DR Congo Leadership Team.
14. With the Finance and Operations Director, adapt and implement management systems with standard operating procedures to administer all activities funded by the agreement.
Qualifications and Experience
1. An advanced degree at the Master’s level or above in public health, social work, gender studies, international development or related degree.
2. A minimum of eight (8) years’ working experience in program design, implementation, monitoring and evaluation in a conflict or post-conflict context for health system strengthening and referral networks.
3. Demonstrated experience of GBV response and prevention programming, including psychosocial, socioeconomic, health, and legal interventions.
4. Demonstrated experience managing similarly complex projects in emergency contexts similar to DRC, involving management of multi-million dollar budgets/portfolios and coordination with multiple programs and partner institutions, including experience managing USAID projects ;
5. Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, Community Stakeholders, and other donor organizations.
6. Demonstrated experience in program management and administration, and contract compliance.
7. Must have a proven track record of building teams and fostering collaboration in order to achieve goals, meet milestones, and produce high quality written qualitative, quantitative, and narrative deliverables. Familiarity with USAID regulations and administrative procedures in the implementation of donor assisted projects.
8. Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
9. Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
10. Fluency in French and English. Swahili desired.
11. Willingness to travel within project areas.
